Fiberglass can be harvested with any type of Extractor from Fiberglass plates in the Underdust. As you don't have your airship down there the only real extractor is your handheld extractor.

Fiberglass is used for making the bloom room parts on your Airship and different equipment options, though it is also used for some Furniture and Lamps.
