Acquisition
You have to build your first Fabricator at the Communication Facility Ruins, the Starting, Tutorial Location.
If you want more than 1, you will need to craft them.

Recipe Unlock Information[]
The Fabricator is unlocked as a Research Recipe in the Research Station upon placing the Research Station onto your Airship at the Starting, Tutorial Location.
