You can find your first Fabricator at the Communication Facility Ruins, the Starting, Tutorial Location.
If you want more than 1, you will need to craft them.

Recipe Unlock Information[]
The Fabricator is unlocked as a Research Recipe in the Research Station upon placing the Research Station onto your Airship at the Starting, Tutorial Location.
The Research Recipe cost is:
